Quito, Ecuador – The Ecuadorian Federation of LGBT+ Organizations has announced the successful completion of the National LGBTIQ+ Leaders’ Summit – Quito Chapter, held on Saturday, September 20, 2025, at the Metropolitan Cultural Center. The event marks a historical precedent by implementing an innovative participatory governance methodology that actively integrated LGBTIQ+ community leaders from across the country with officials from multiple levels of government to co-construct public policy proposals.
Innovative Methodology and Urgent Agendas
The methodology, championed by Mgs. Diane Rodríguez, organized the work into six collaborative tables (mesas), ensuring that proposals were both technically viable and deeply responsive to community needs. The core issues addressed included:

| Employment and Economic Inclusion | Tackling exclusion from the labor market. Proposing participation quotas in public office, updating employment histories for Trans people, and developing a universal basic pension proposal for vulnerable LGBTIQ+ seniors. |
| Mental Health and Spirituality | Focusing on critical issues like the high rates of suicidal ideation among LGBTIQ+ youth and the persistence of non-scientific conversion therapies. |
State Commitment and Active Co-Construction
The Summit ensured that public officials were not just observers but active co-constructors of the policy proposals through a technical-community co-moderation system.
Institutional participation was robust, demonstrating a commitment to the effective territorialization of LGBTIQ+ policies. Participating institutions included representatives from the Ministry of Health, Ministry of Education, Ministry of Government, Ombudsman’s Office, and local bodies like the Quito Secretariat of Social Inclusion and the Pichincha Prefecture.
Upcoming National Agenda Announcement
The Federation announced that the National Diversity Agenda 2025–2027 will be publicly presented in the coming days. This document consolidates the collaborative work from the Quito Summit and other national participation spaces.
This Agenda represents:
- The first LGBTIQ+ public policy instrument co-constructed between the State and organized civil society in Ecuador.
- Concrete institutional commitments with defined timelines and assigned responsibilities.
- A replicable model of participatory governance for other sectors and vulnerable populations.
The Federation highlighted that this methodological model positions Ecuador as a regional reference in LGBTIQ+ citizen participation and collaborative governance, proving that effective bridges can be built between citizen demands and state capacity.
